MERF is implementing a six-month pilot project in District Kohat to improve the availability of Medical Officers at primary healthcare facilities. The project addresses long-standing challenges of doctor absenteeism and vacant posts that limit access to essential health services in underserved areas. With support from the Government of Khyber Pakhtunkhwa and the Gates Foundation, and in partnership with Impetus Advisory Services LLP, the initiative introduces practical human-resource solutions such as pay-for-performance, locum arrangements, transportation support, and hard-area allowances across 14 Basic Health Units. MERF is also deploying biometric attendance and Electronic Medical Record (EMR) systems to strengthen accountability, monitor performance, and ensure reliable service delivery. The project aims to generate evidence that can guide future policies for strengthening primary healthcare in Pakistan.
